This card is specifically geared towards those who are looking to reestablish their credit.  The initial credit line for most people is $300.  The interest rate is rather high on this card so be sure to pay your balance on time and in full to avoid interest.  The one nice thing about this card is that there is no charge for cash advances your first year—the only card on this list where that is available.

Bottom line: This card is nothing special in this tier.  There is an annual fee and the APR is pretty high.  If your options are limited in this tier, apply for this one.  Otherwise, try to pick some of the better ones.
